Cost-effectiveness, cost-benefit and budget impact analysis to help governments choose among competing health investments, including health benefit package design and the costing of essential service packages.

Health taxes and domestic resource mobilisation

Design and modelling of excise taxes on tobacco, alcohol and sugar-sweetened beverages, with revenue projections, health impact estimates and support to finance ministries and revenue authorities through reform.

Climate and health economics

Estimates of climate-attributable disease burden and the cost of inaction, and investment cases for health adaptation, including support to Health National Adaptation Plans and applications to climate finance.



Investment cases for technology, infrastructure and industry

We evaluate the economic case for digital health, AI-enabled clinical decision support, facility connectivity and climate-resilient infrastructure, and model the financing needed to take them to scale. We also analyse the economics of domestic production of health products and related industrial policy on the continent.
