Our analyses start from a decision a government has to make: what to fund, what to tax, what to stop paying for. We deliver the estimates in the form finance ministries use.
Both sides of the table
Health priorities are decided as much in finance ministries as in health ministries. We engage both, so the case for an intervention is made in health and fiscal terms at once.
Africa-led
We are an African organisation working with African governments and regional institutions. Our work is grounded in implementation in the settings where we work, not in frameworks exported from elsewhere.
We start from the decision, make our models transparent, and hand the work over.
Every engagement begins with the policy or budget decision the analysis must inform. Assumptions are documented, models are handed over, and named government counterparts can rerun and update the analysis without us. For each country, we record which decisions our work was meant to inform and report on what actually happened.
